    Abstract

Weak property rights over land may limit agricultural investment by reducing farmers' confidence in future returns. But improving property rights alone may not suffice if farmers also face liquidity or information constraints. We test this using field experiment with women farmers in Mozambique, cross-randomizing land registration with a subsidized bundle of agricultural inputs and basic agronomic training. Land registration briefly increased perceived tenure security - with evidence of network complementarities to titling - but had no effect on investment over the subsequent two years, with or without the package. The input and training package alone did not raise investment beyond use of the provided inputs and even reduced harvests, likely reflecting a shift toward a more shock-prone crop.
