    Abstract

    Improving productivity in the informal sector is critical for improving the livelihoods of billions of people throughout the world. While emerging evidence has documented encouraging impacts of childcare support for women and household welfare, how to structure childcare access to best benefit women and their families remains unclear. In a sample of 883 women working in six markets in and near Kampala, Uganda, we use a randomized controlled trial to assess the impacts of free childcare access and further test and contrast two different forms of childcare services frequently considered by policy-makers: publicly styled marketplace-based centers and community-based private childcare centers. Gaining access to childcare support causes significant, positive impacts across a range of outcomes including re-distribution of childcare burden, a reduction in women's labor force participation accompanied by an increase in earning efficiency, and improvements in women's well-being and child development. The two models have significantly different and differential take-up, with patterns suggesting that meaningful non-cost barriers can still affect women's ability to take advantage of desired services independent of explicit costs.

    Paper exhibits were reproduced on a computer with the following specifications:
    • OS: Windows 11 Enterprise
    • Processor: Intel(R) Xeon(R) Gold 5218 CPU @ 2.30GHz (2.30 GHz) (2 processors)
    • Memory available: 16 GB

    Reproduction instructions

    To reproduce the findings in this paper, a replicator must:

    1. Secure Access to Data: Access the datasets not included in the package. See the Datasets section for more details.
    2. Open the master do file "00_master.do", update the directories, install the required packages and run the script

    Since all of the data is forthcoming and not included in the package, the outputs produced by the replicators are included in the package, which can be used to review the results presented in the paper.

    All data come from primary data collection. This took two forms. The first, used for nearly all results in the paper, were surveys conducted with women who were part of the experiment, which happened at baseline, midline, and endline. The second is information about the childcare centers, which was collected separately. The replication package includes the following datasets: (1) Centers_info_WIDE.csv: primary data collection on childcare centers, collected October 2023; (2) grow_baseline_phase1_raw_deid.dta: baseline survey data collected with women who were part of the experiment, collected February 2023; (3) grow_midline_phase1_raw_deid.dta: midline survey data collected with women who were part of the experiment, collected November 2023; (4) grow_endline_phase1_raw_deid.dta: endline survey data collected with women who were part of the experiment, collected May 2024. All datasets are forthcoming in the World Bank Microdata Library. File location: data/raw/Centers_info_WIDE.csv; grow_baseline_phase1_raw_deid.dta; grow_midline_phase1_raw_deid.dta; grow_endline_phase1_raw_deid.dta.
