    Abstract

    Examining one of the world’s largest public business support programs, this paper studies how subsidized credit and partial credit guarantees shape access to finance for micro and small businesses in Indonesia. Using administrative data on over 8.4 million borrowers and unique quantitative and qualitative data, we find that subsidized credit can enable firms to access formal credit for the first time and boost financial inclusion. However, we do not find evidence that subsidized credit can alleviate longer-term credit constraints by serving as a stepping-stone to unsubsidized commercial credit. Our results also highlight the challenge of reaching borrowers without collateral, even in programs that explicitly target them using instruments such as partial credit guarantees. The paper sheds light on how public credit schemes for small businesses can be designed to optimize inclusiveness and additionality.

    Reproduction instructions

    For successful replication of this package, new users have to obtain data access. To run the code from the beginning, users need to obtain full access to all data sources. Once accessed, they should name the files following the conventions outlined in the README and data entry documentation, and correctly place these files into the designated folder. After that users must update the directory paths and run the main do file.

    This dataset is publicly available for free from the Indonesia’s Financial Services Authority (OJK). It includes commercial and sharia lending volumes and lending accounts for MSMEs. Data from 2012-2022 can be downloaded in the data URL. Users must download the zip files containing “Indonesia Financial System Statistics of Bank Indonesia (SSKI)” for different periods. Data from 2012-2022 is used to construct figure 2 and 3 and is included in "Figures 1 2 and 3.xlsx".

The KUR Program data in the SIKP are confidential and belong to the Indonesia Coordinating Ministry for Economic Affairs. The authors do not have the rights to publish or distribute this dataset and no longer had access to it at the time of working paper submission. Access was received through a confidential data sharing agreement, and interested parties should contact the KUR program committee within the Indonesia Coordinating Ministry for Economic Affairs to inquire about access to the data.
