Yet it is unclear whether public workers internalise these broader benefits when making investment decisions. We elicit willingness-to-pay (WTP) for professional development from Ethiopian public servants and embed randomised interventions targeting anticipated benefits. Baseline WTP is positive but well below implementation costs. Explicitly emphasising privatebenefits modestly raises demand compared to highlighting societal returns. Implicitly increasing the salience of a supportive managerial environment substantially increases WTP, underscoring the role of perceived organisational norms in public service investment decisions.","geographic_units":[{"name":"Ethiopia","code":"ETH"}],"keywords":[{"name":"Human Capital Investment"},{"name":"Public Sector Workers"},{"name":"Narrative Interventions"}],"topics":[{"id":"D73","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"Bureaucracy \u2022 Administrative Processes in Public Organizations \u2022 Corruption","parent_id":"D7"},{"id":" H00","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"General","parent_id":"H0"},{"id":" H11","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"Structure, Scope, and Performance of Government","parent_id":"H1"},{"id":" H83","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"Public Administration \u2022 Public Sector Accounting and Audits","parent_id":"H8"},{"id":" M53","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"Training","parent_id":"M5"},{"id":" O20","uri":"https:\/\/www.aeaweb.org\/econlit\/jelCodes.php?view=jel","vocabulary":"Journal of Economic Literature (JEL)","name":"General","parent_id":"O2"}],"output":[{"type":"Working Paper","description":"Policy Research Working Papers (PRWP) WPS11299","title":"Individual Demand For Building State Effectiveness","uri":"http:\/\/documents.worldbank.org\/curated\/en\/099848101152649699","doi":" https:\/\/doi.org\/10.1596\/1813-9450-11299"}],"language":[{"name":"English","code":"EN"}],"technology_requirements":"Runtime: 1 hour","disclaimer":"The materials in the reproducibility packages are distributed as they were prepared by the staff of the International Bank for Reconstruction and Development\/The World Bank.
