    Abstract

    In 2025, the Global Partnership for Financial Inclusion (GPFI) produced the 'G20 Policy Recommendations for Moving from Financial Access to Usage ' as a priority of the South Africa’s G20 Presidency. The paper provides an overview of global progress in advancing from basic financial access to the effective and responsible usage of financial products and services. It outlines key trends, identifies persistent barriers, and presents actionable policy recommendations aimed at supporting policymakers in strengthening financial inclusion outcomes.

    Technology environment

    Paper exhibits were reproduced on a computer with the following specifications:
    • OS: Windows 11 Enterprise
    • Processor: INTEL(R) XEON(R) PLATINUM 8562Y+ 2.80 GHz (2 processors)
    • Memory available: 32.0 GB
    Reproduction instructions

    To reproduce the findings in this paper, a replicator must:

    1. Secure Access to Data: Access the datasets not included in the package. See the Datasets section for more details.
    2. Excel: Follow the instructions provided in the relevant output files to regenerate the exhibits.

    Since not all the data is included, the package includes the results produced by replicators. These files can be used to review the results presented in the paper.

    World Bank Global Findex Database
    Note
    The authors were granted access to the Global Findex Database 2025 prior to its public release. The publicly available version of the database contains nearly all of the data used in this paper and can be used to reproduce most of the exhibits. However, the data underlying Figures 2, 17, and 18 are not included in the public release. These data are also not included in this reproducibility package, as the authors do not have permission to redistribute them. Replicators wishing to access the restricted data underlying these figures should contact the Global Findex team directly at globalfindex@worldbank.org.
