    Abstract

    The shift from administrative to a market-based valuation of assets is a key part of In Ukraine’s transition from a planned to a market economy that will improve the functioning of financial markets and the ability of local governments to obtain revenue effectively for local service provision. This paper describes the rationale and evolution of Ukraine’s regulatory framework for market-based valuation and uses prices and publicly available parcel attributes for the nearly 200,000 agricultural land sale transactions over the 2021 to 2024 period to estimate a land price model that is then used to predict prices for the roughly 20 million ha of commercial agricultural land in the country.

    Technology environment

    Paper exhibits were reproduced in a computer with the following specifications:
    – OS: Windows 11 Enterprise
    – Processor: Intel(R) Core(TM) i5-1145G7 CPU @ 2.60GHz
    – Memory available: 15.7 GB
    – Software version: R version 4.4.1

    Technology requirements

    ~25 minutes run time with the options eval_all and full_plots set to FALSE.
    ~7 hours run time with the options eval_all and full_plots set to TRUE.

    Reproduction instructions
    • Most of the data used in this paper is confidential and was provided directly by the State Registry of Property Rights on Immovable Assets to the authors. Therefore, independently reproducing the analysis might be challenging.
    • The authors provided replicators with an intermediate dataset, which was used to verify the paper's findings. While the raw data is not included, the authors supplied the code needed to process the raw data and generate the intermediate dataset; this code was also reviewed by the replicators, but wasn't run as the data was not available. Replicators began their analysis from the intermediate data (also not included in the published package) due to confidentiality constraints.
    • Interested users can verify that the exhibits match the paper's results by reviewing the Word file 20 paper tables. This file, created by the replicators using the intermediate data, includes all figures and tables presented in the paper and confirms alignment with the findings.

    Source: State Registry of Property Rights on Immovable Assets (confidential) available at the following link. This data was acquired on the request from the World Bank and provided by the Ministry of justice of Ukraine in a tabulated form. It contained a comprehensive list of variables and transactions on land sales, which occurred since 2021. A publicly available alternative is prepared by the State Cadastre Service of Ukraine. The alternative dataset is publicly disseminated on the Land Monitoring portal but has a different structure from the dataset used in this analysis. Access Date: November 20, 2024
