    Abstract

    This study evaluates the impact of an Intimate Partner Violence (IPV) prevention program in Rwanda using a randomized control trial. The 22-week couples training program aimed to improve communication, shift gender attitudes, and promote gender equality. Randomizing at both village and couple levels, we find the program caused large unexpected increases in IPV: treated women reported five and 10 percentage points more physical and sexual violence than control women, respectively, while control women living in treated villages reported even larger increases of 11 and 17 percentage points. Evidence suggests these increases stem from male backlash against perceived identity threats, as women’s more progressive attitudes and aspirations contrast with men’s pressure to maintain traditional norms, generating friction within households. Innovative measurement techniques and extensive robustness checks show that changes in reporting behavior cannot explain the results.

    Reproduction instructions

    To reproduce the results in this package (once the data has been made available), please follow these steps:

    1. Open the do-file named paths.
      • Update the file paths to match the location of the data on your system.
    2. Run the data preparation do-file.
      • This file needs to be run twice:
        1. First, run the file without changes.
        2. For the second run, go to line 21, comment out the line, and then run the file again.
    3. Run the following do-files:
      • tables and graphs
      • online appendix
    • Currently, this package does not contain the necessary data. However, the folder with the results has been included so users can verify the outputs against the working paper.

    Source: The data was collected by the authors. Data collection included two rounds of panel surveys. The baseline surveys were conducted from November 2017 to February 2018, before the intervention (March-August 2018), and endline surveys six to eight months after completion (February-March 2019). Data with full documentation will be made available at: https://microdata.worldbank.org/ in the upcoming weeks.
