Since 1996, the Worldwide Governance Indicators (WGI) have provided a leading global measure of governance perceptions, publishing annual composite indicators for over 200 economies across six dimensions: Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, and Control of Corruption. The indicators draw on 35 cross-country data sources, including firm and household surveys as well as expert assessments.
In 2025, the project underwent a comprehensive methodological review — known as WGI 2.0 — to strengthen each building block of the framework: source screening, indicator selection, and aggregation. The updated approach refined and refocused the pool of data sources, aligned indicators more closely with the institutional functions underlying each governance dimension, and revised the aggregation model to allow global governance trends to vary over time. The changes were applied retroactively, ensuring that WGI 2.0 scores are recalculated consistently back to 1996.
